Άγγλος ιεροκήρυκας και ιεραπόστολος,ιδρυτής της Εταιρείας των Φίλων,τα μέλη της οποίας ονομάστηκαν Κουάκεροι.
Γιός υφαντουργού,σε ηλικία 18 ετών εγκατέλειψε την οικογένεια του για να αναζητήσει ΕΝΑ ΑΥΘΕΝΤΙΚΟ,ΙΚΑΝΟΠΟΙΗΤΙΚΟ ΘΡΗΣΚΕΥΤΙΚΟ ΒΙΩΜΑ.

Απέρριψε τις εκκλησιαστικές συμβάσεις,
και άρχισε να κηρύττει την υπεροχή
του ''ΕΣΩΤΕΡΟΥ ΦΩΤΟΣ'',
της ''ΘΕΙΑΣ ΦΩΤΙΣΗΣ'',
έναντι της αυθεντίας των Γραφών ή του Δόγματος.

Λόγω των ανορθόδοξων απόψεων του φυλακίσθηκε,την περίοδο 1649-73,οκτώ φορές.

Το 1669 κήρυξε στην Ιρλανδία.
Την περίοδο 1671-73 περιόδευσε στις βρετανικές αποικίες της Καραϊβικής και της Β.Αμερικής,
ενώ το 1677 και το 1684 στην Ολλανδία και σε άλλες περιοχές της Β.Ευρώπης.

Με την παλινόρθωση της μοναρχίας το 1660,λήφθηκαν σκληρά μέτρα εναντίον των Κουάκερων και οι διώξεις εναντίον τους εξακολούθησαν ως το 1689,όταν ψηφίστηκε ο Νόμος περί Ανεξιθρησκείας.

Το 1675 ο Φόξ υπαγόρευσε την βιογραφία του,η οποία μαζί με συμπληρωματικό υλικό,
εκδόθηκε μετά τον θάνατο του με τίτλο ''ΗΜΕΡΟΛΟΓΙΟ'',1694,που αποτελεί σημαντική πηγή για την ιστορία των απαρχών του κινήματος των Κουάκερων.
